Bangladesh Development Bank PLC (BDBL) is a state-owned commercial bank in Bangladesh with a historical focus on supporting industrial development and economic activities. The bank traces its institutional roots to Bangladesh Shilpa Bank (BSB) and Bangladesh Shilpa Rin Sangstha (BSRS), both established on 31 October 1972 to provide financial support for industrial projects in the newly independent country. BSB was established under the Bangladesh Shilpa Bank Order, 1972, while BSRS was established under the Bangladesh Shilpa Rin Sangstha Order, 1972. These two specialized financial institutions played an important role in providing loans and other financial support for industrialization in Bangladesh.

Bangladesh Development Bank Limited was created through the amalgamation of BSB and BSRS with the objective of establishing a full-fledged commercial bank. The bank was incorporated as a public limited company in November 2009, and Bangladesh Bank issued its banking licence on 19 November 2009. A vendor agreement between the Government of Bangladesh and Bangladesh Development Bank Limited was signed on 31 December 2009, transferring the assets, liabilities, rights and responsibilities of the predecessor institutions. BDBL formally commenced its banking journey on 3 January 2010. In December 2023, its name was changed from Bangladesh Development Bank Limited to Bangladesh Development Bank PLC in the official list of scheduled banks. The bank is wholly owned by the Government of Bangladesh.

BDBL provides a broad range of banking services to individuals, businesses, entrepreneurs and organizations. Its deposit services include savings accounts and several specialized savings schemes, including Super Savings, Education Savings, Monthly Income, Monthly Deposit, Medical Savings, Hajj Amanat, Polli Sanchay and Development Bank Savings Scheme. The bank also provides different loan and advance facilities, including personal loans, consumer loans, house building loans and working capital loans. These services enable BDBL to serve both personal banking requirements and business financing needs.

Digital banking has become an important part of BDBL's services. The bank provides internet banking and a BDBL Digital Bank mobile application through which customers can access account information, view and download statements, check balances, manage beneficiaries, and access information relating to loans, FDRs and DPS accounts. Customers can also transfer funds through BDBL accounts and use interbank transfer channels including BEFTN, NPSB and RTGS. The bank's online banking facilities also support cash deposits and withdrawals, fund transfers, account-related services and debit-card transactions.

In addition to conventional banking, BDBL participates in capital-market activities through its subsidiary companies and provides services connected with investment and securities activities. The bank also supports government and development-oriented financial programs and maintains a network of urban and rural branches. Through its combination of deposit products, lending facilities, digital banking, business financing and capital-market-related services, Bangladesh Development Bank PLC continues the development-oriented banking role associated with its predecessor institutions while operating as a scheduled commercial bank in Bangladesh.
